Paul Rovella is the managing partner of JRG. In addition to the management of the firm, Paul has developed an extensive practice on California’s Central Coast for public and private clients in land use, real property, and business fields of law. Paul’s experience in the region representing private parties includes corporate and real property transactions and due diligence, corporate finance, lien laws, Land Conservation (Williamson) Act, mineral rights, products liability/food safety, contract negotiation, and related litigation (including quiet title actions, probate litigation, real property disputes, Heggstad petitions and insurance defense).
In addition to serving private clients, Paul represents various public agencies. He has served as deputy city attorney for the City of Hollister, while also serving as counsel for the City of Hollister’s Planning Commission and advising the commission on Brown Act and Open Meetings Act rules. Currently, Paul is General Counsel for the Pacheco Pass Water District. In addition to the City of Hollister and Pacheco Pass Water District, Paul has served as counsel to the San Benito County Office of Education, Hollister School District, San Benito High School District, Jefferson School District, Panoche School District, and Southside School District, advising those agencies of a range of issues from creditor claims in Bankruptcy to surplus property and public bid procedures.
Paul is licensed to practice in the State of California and has been admitted to practice in the United States District Courts in the Eastern, Central, and Northern Districts of California. He is a member of the San Benito and Monterey County Bar Associations. He was named on the 2014 and 2015 Northern California Rising Stars lists and voted “Best Attorney” in San Benito County in 2014, 2018, 2019, 2020 in the Hollister Free Lance Best Of.
